Responsibilities The Waste Identification, Notice, and Generators Division (WINGD) is responsible for developing, conducting research, and implementation of regulations and guidance for the management of coal combustion residuals (CCR) and other industrial wastes. The division also develops, conducts research, and implements regulations and guidance governing hazardous waste generation, exclusions, and the definition of solid waste. WINGD serves as the lead for all issues pertaining to the movement of waste in and out of the country, as well as global engagement on international waste issues.
